Position Overview
The Minnesota Department of Human Services (DHS) is seeking a Senior QA Automation Programmer/Developer to provide technical leadership for automation efforts supporting the Minnesota Eligibility Technology System (METS) and the SMRT DevOps team.

The resource will help automate and maintain the QA regression suite, develop new automated test cases, document automation processes, and improve overall testing efficiency. The role will provide senior-level leadership in automation architecture, framework design, coding standards, and automation best practices while supporting modernization and continuous delivery initiatives.

Required Skills
  • 7+ years designing, developing, and executing automated test solutions for large-scale enterprise applications.
  • 5+ years developing automation frameworks using Java and Selenium or comparable technologies.
  • 5+ years designing, developing, or significantly enhancing automation frameworks using object-oriented design principles and reusable architecture.
  • 3+ years integrating automated testing into CI/CD pipelines, preferably using Jenkins.
  • 5+ years writing SQL queries and performing database validation for automated testing.
  • Strong experience with QA Automation, test framework development, and regression automation.
  • Experience working within Agile/Scrum DevOps teams.
Preferred Skills
  • Experience as an Automation Architect, Principal QA Automation Engineer, Automation Framework Lead, or Senior Automation Consultant.
  • Technical leadership, mentoring, and automation code reviews.
  • Experience modernizing mature/legacy automation frameworks.
  • Experience designing automation frameworks from the ground up with reusable components, reporting, coding standards, scalability, and extensibility.
  • Experience supporting large, complex, mission-critical enterprise applications.
  • Collaboration with Developers, Solution Architects, DevOps Engineers, and Business Analysts.
  • IBM Engineering Test Management (ETM), IBM Quality Manager (QM), IBM CLM, or comparable test management tools.
  • Automation of web applications, REST APIs, and database validation.
  • Experience with performance testing tools or initiatives.
  • Experience supporting healthcare, human services, government, or highly regulated environments.
  • Excellent written and verbal communication skills.
Key Responsibilities
  • Design, develop, maintain, and modernize the enterprise QA automation framework.
  • Provide technical leadership for automation architecture, framework design, coding standards, and best practices.
  • Evaluate and modernize existing frameworks to improve maintainability, scalability, reliability, and execution efficiency.
  • Collaborate with Developers, Business Analysts, DevOps Engineers, and QA teams to define automation strategies and reusable test assets.
  • Design, execute, and maintain functional, system integration, API, and regression automation suites.
  • Integrate automated testing into CI/CD pipelines and support automated execution throughout the SDLC.
  • Mentor automation engineers through code reviews, technical coaching, framework guidance, and knowledge transfer.
  • Develop SQL queries and perform database validation to support automated testing and troubleshoot application issues.
  • Participate in Sprint Planning, Backlog Refinement, Defect Triage, and technical design discussions.
  • Research and recommend new automation tools, technologies, and framework enhancements.
  • Support ongoing automation updates, new test-case development, and continuous improvement of QA processes.

  • One full-time staff augmentation resource is required.
  • Each vendor may submit one resource for consideration.
  • Interviews will be conducted via Microsoft Teams.
