Position Overview
The Arizona Department of Economic Security (AZDES) is seeking an experienced IT Software Procurement Analyst 2 to support strategic IT procurement initiatives, software licensing management, and technology acquisition projects. This role will focus on IT asset lifecycle management, contract negotiations, software licensing compliance, procurement strategy, and enterprise technology sourcing.
This is a contract-to-hire opportunity requiring candidates to be eligible for full-time conversion. The State of Arizona cannot sponsor visas.

Key Responsibilities
  • Manage IT software procurement activities throughout the procurement lifecycle.
  • Support procurement strategy and technology acquisition initiatives.
  • Administer software licensing and IT asset lifecycle processes.
  • Develop and manage procurement timelines, milestones, and stakeholder communications.
  • Conduct vendor evaluations, contract reviews, and pricing negotiations.
  • Draft, review, and score complex RFPs, RFQs, and Statements of Work (SOWs).
  • Negotiate software agreements, service contracts, renewal terms, and licensing structures.
  • Perform Total Cost of Ownership (TCO) and Return on Investment (ROI) analyses.
  • Ensure software compliance and optimization of licensing investments.
  • Collaborate with technical, legal, finance, and business teams on procurement initiatives.
  • Support executive leadership with procurement recommendations and technology investment analysis.
