Position Overview
The Pennsylvania Department of Health (DOH) is seeking an experienced Business Analyst to serve as a liaison between business stakeholders and technical teams. The ideal candidate will have experience gathering and documenting requirements, facilitating workshops, creating BPMN workflows, developing traceability matrices, and translating business needs into functional and non-functional requirements.

Required Skills & Experience
• 4+ years of experience using formal requirements gathering methodologies
• 4+ years of experience developing business, functional, and non-functional requirements
• 4+ years of experience developing Requirements Traceability Matrices (RTM)
• Experience conducting facilitated workshops and stakeholder interviews
• Experience creating workflows using BPMN or similar process modeling standards
• Strong business process analysis and documentation skills
• Strong organizational, analytical, and technical writing skills
• Experience creating visual representations of complex business processes

Preferred Qualifications
• Bachelor's Degree or equivalent experience
• Experience working in government or large enterprise environments
• Knowledge of SDLC and project management methodologies
