Job Overview
The Commonwealth of Pennsylvania is seeking a Senior Dynamics 365 Developer / Technical Lead with 5–7 years of experience to support, enhance, and modernize its Dynamics 365 Customer Engagement (CE) platform.
This role combines hands-on development with technical leadership, requiring the ability to independently design solutions, resolve architectural challenges, guide modernization efforts, and mentor team members. The contractor will work embedded within the team on cloud readiness, reporting modernization, and new feature development using Dynamics 365 and the Power Platform.
Key Responsibilities
- Act as a hands-on developer and technical lead, owning solutions from design through deployment
- Develop and customize Dynamics 365 CE solutions, including:
- C# plugins and custom workflow activities
- JavaScript / TypeScript form scripting
- Entity/table customization
- Model-driven app enhancements
- FetchXML queries and SSRS RDL reports
- C# plugins and custom workflow activities
- Lead on-prem to cloud modernization efforts, including code remediation and solution restructuring
- Migrate or rewrite reports from SSRS to FetchXML RDL, Power BI, or Paginated Reports
- Provide architectural guidance on integrations, extensions, performance, and scalability
- Implement integrations using Dataverse APIs, Azure Functions, Logic Apps, and approved integration patterns
- Ensure code quality, performance tuning, version control, and adherence to security standards
- Collaborate with business analysts, project managers, and functional teams
- Mentor developers and provide advanced troubleshooting support
- Continuously learn and adopt new Power Platform, Dynamics 365, and cloud capabilities
Required Qualifications

5–7 years of hands-on Dynamics CRM / Dynamics 365 CE development experience
- Proven experience delivering end-to-end solutions as a senior developer or technical lead
- Strong expertise in:
- C# plugin development
- JavaScript / TypeScript customizations
- FetchXML query design
- SSRS RDL report development for Dynamics 365
- Dynamics 365 customization and configuration
- C# plugin development
- Solid understanding of Dynamics 365 cloud architecture and Dataverse
- Experience using Azure DevOps for ALM, pipelines, versioning, and deployments
- Ability to work independently and make architectural recommendations
- Strong problem-solving and analytical skills
- Excellent written and verbal communication skills
- Willingness to learn and expand skills in:
- Power Apps & Power Automate
- Power BI & Paginated Reports
- New Dynamics 365 and Dataverse features
- Power Apps & Power Automate
Preferred Qualifications
- Experience with Dynamics CRM on-premises and cloud migrations/upgrades
- Familiarity with Azure Functions, Logic Apps, and modern integration patterns
- Knowledge of Dataverse Web API, OData, or REST APIs
- Exposure to cloud governance, solution segmentation, and enterprise ALM practices
This is a remote position.
Compensation: $45.00 per hour
