Job Summary
The GIS COTS Specialist / GIS System Admin will support and administer GIS systems for the PA Department of Agriculture. This role focuses on ESRI COTS products, GIS architecture guidance, system administration, troubleshooting, training, and ongoing maintenance of GIS platforms and data.
Key Responsibilities
- Provide architectural guidance for GIS solutions
- Configure, deploy, and maintain ESRI COTS tools (Survey123, Field Maps, Collector, Operations Dashboard)
- Administer ESRI ArcGIS Online organization
- Perform hardware/software installation, testing, upgrades, and routine maintenance
- Troubleshoot GIS and CADD system issues with minimal supervision
- Support IT helpdesk tickets and track issue resolution
- Maintain system documentation, standards, and inventory records
- Monitor system performance, data integrity, backups, and archives
- Develop and deliver training and technical documentation
- Communicate system status to managers and project sponsors
Required Qualifications

2+ years experience designing, configuring, and administering ESRI COTS products (Survey123, Field Maps, Dashboards)

2+ years experience administering ESRI ArcGIS Online
- Strong troubleshooting, problem-solving, and documentation skills
- Experience supporting users and teaching technical concepts
