Job Overview

The Commonwealth of Pennsylvania, Department of Corrections (DOC), is seeking a Senior Business Analyst to support system development and enhancement initiatives for DOC and the Pennsylvania Parole Board (PPB). This role focuses heavily on requirements gathering, use case development, and business process analysis within a primarily Waterfall environment, with Agile used for tracking and sprint planning.

This is a telework position with occasional on-site presence required in Mechanicsburg, PA.

Work Details

  • Work Hours: 8:00 AM – 4:00 PM (40 hours/week)
    (Flexible start time as early as 7:30 AM; must be available during core DOC hours)

  • On-Site Location (as needed):
    1920 Technology Parkway, Mechanicsburg, PA 17055

  • Equipment: Commonwealth-issued equipment must be picked up on Day 1

Key Responsibilities

  • Gather, analyze, and document business and functional requirements

  • Develop use cases, functional specifications, and process flows

  • Lead requirements-gathering sessions with business and technical stakeholders

  • Analyze legislation, policies, RFPs, and procedures to identify system impacts

  • Perform business process re-engineering (As-Is / To-Be)

  • Support system testing, change requests, and prioritization efforts

  • Assist with data migration and system integration documentation

  • Prepare mockups, workflows, and training materials

  • Perform basic SQL queries for analysis

  • Troubleshoot system, data, or process issues

  • Work independently with minimal supervision

Required Skills & Experience

  • 7+ years experience with SDLC (Waterfall and/or Agile)

  • 7+ years writing use cases and requirements documentation

  • 7+ years developing business requirements

  • 7+ years developing functional requirements

  • 7+ years business process re-engineering experience

Highly Desired

  • 3+ years business change management experience

  • 3+ years experience with Team Foundation Server (TFS)

Special Requirement – Use Case Exercise

  • Candidates must be prepared to discuss it during the interview

  • Purpose: Evaluate writing style and ability to capture clear user and system requirements
