Job Description
The Ohio Department of Health (ODH) is seeking an experienced IT Consultant 2 (ITC 2) to support the Bureau of Infectious Diseases and the Office of Management Information Services. This role will play a critical part in supporting public health IT initiatives, specifically related to Immunization Information Systems (IIS), vendor selection, and RFP development.
Key Responsibilities
- Support ODH Immunization Program and ODH IT in drafting an RFP for the State’s Immunization Information System in accordance with State of Ohio guidelines.
- Provide technical leadership in system architecture planning and platform migration.
- Advise project teams in gathering, documenting, and validating business and technical requirements.
- Review interim and final project deliverables to ensure compliance with approved standards and procedures.
- Contribute to quality assurance, including defining quality standards, metrics, and best practices.
- Assist with vendor evaluation components such as SLAs, data recovery plans, and contract oversight.
- Report on risks, action items, defects, and resolution status.
- Identify opportunities for process improvement and proactive issue resolution.
- Mentor and share knowledge with State staff.
Mandatory Requirements

6+ years of IT project consulting experience in Public Health Management Information Systems

6+ years developing Business Requirements for IT systems

6+ years of IT project leadership

6+ years of vendor management experience
- Prior experience working with ODH IT applications
- Strong understanding of ODH departments, RFP processes, and immunization registry systems
Desired Qualifications
- Experience developing RFPs for IT system contracts with the State of Ohio
- Familiarity with ODH RFP procedures and evaluation processes
- Strong analytical, organizational, and problem-solving skills
- Excellent written and verbal communication skills
- Proven ability to influence, collaborate, and negotiate across teams
Education
- Bachelor’s degree (4-year college degree) or equivalent technical experience
