About the Role: 

The Pennsylvania Department of Human Services (PA-DHS) is seeking an experienced Business Analyst to support the Office of Children, Youth and Families (OCYF) in its transition to a new statewide Child Welfare Case Management System (CW CM). The role is hybrid, requiring at least one onsite day per month, with some months based on candidate preference and others based on OCYF operational needs. 

You will support system planning, data management, and user requirement definition related to both legacy systems (such as CWIS and Title IV-E QA) and the upcoming CW CM platform.  

Key Responsibilities: 

  • Elicit, document, and manage business and functional requirements.

  • Support User Acceptance Testing (UAT), defect tracking, and documentation.

  • Assist with data quality tasks, data conversion, and system enhancements.

  • Interface with subject matter experts, developers, and county agency stakeholders.

  • Develop reports, presentations, and respond to internal or external stakeholder queries.

  • Travel occasionally across PA to support system testing or stakeholder meetings.

  • Use tools such as Microsoft Office Suite, TFS, Azure DevOps, and ServiceNow.


 
Required Skills & Experience:
 
  • 7+ years of experience in business analysis for IT systems.

  • Strong knowledge of software development lifecycle and UAT.

  • Excellent verbal and written communication skills.

  • Fluent in English, both spoken and written.

  • Strong stakeholder engagement and interpersonal skills.


 
Highly Desired:
 
  • 2+ years of experience in Child Welfare or Human Services projects.

  • IIBA Certification (CBAP, CCBA, etc.).

  • Familiarity with CWIS, AFCARS reporting, or federal child welfare systems.

  • Proficiency using Microsoft Test Manager, TFS, or Azure.

  • Experience with ServiceNow for incident/request tracking.


 
Additional Requirements:
 
  • Must undergo and clear Criminal History Background Check and Child Abuse History Clearance.

  • Must agree to in-office presence minimum once per month (subject to change based on operational needs).

  • Must be a Pennsylvania resident or willing to relocate.

Compensation: $30.00 - $40.00 per hour
